What Makes the Third Kazekage the Most Powerful Shinobi in the Suna?

Since the third kazekage was Gaara’s father, in the later mangas ,Gaara acquires the iron sand jutsus, not hosting Shukaku’s sand spirit
Later,as fifth kazekage,Gaara also acquires Shukaku’s wind style and chakra.
Incidentally, he masters all Suagakure techniques and becomes the worlds greatest kazekage,alongside Naruto,the new hokage
OMFG SPOILERS!!!!! MY EYES!! Well my answer is…….HE’S NOT! Gaara is. He could of killed the whole village of Sunagakure at any time.
If the Third Kazekage was the most powerful shinobi in the Sand village during his time, how come he was easily kidnapped, defeated and killed by Sasori?
And by the way, Gaara’s father is the late Fourth Kazekage, who was killed by Orochimaru immediately before the attempted invasion of Konoha by the Sand and Sound ninjas.
