I was thinking that they just wanted to fuse their chakra too.

But the Naruto Manga chapter 420 revealed that the main reason why Jiraiya and the two frogs fused is not to fuse their chakra or power but to perform the Sage technique smoothly.

The King of the frog explained to Naruto the risk of the Sage technique. Sage Technique is performed by first staying. What I mean, Naruto should not move anything from his body first so that Naruto can absorb the nature’s energy. During that time, Naruto will be at risk.
